" Such sentiments, Churchill replied, ‘would never be tolerated in Great Britain. The British people would demand a tough policy against the Germans. The German working-man should be allowed the means to earn an honest livelihood by his work but no more. The more virulent elements, such as the Gestapo and the young fanatics, should be deported to work in rehabilitating the devastated areas of Europe.’ (3)
At dinner at the Citadel on September 13, Henry Morgentau,Roosevelt’s Secretary of the Treasury, spoke of drastic action against Germany once the war was won. The Germans would not be allowed ships, nor the shipyards in which to build them. The whole industrial region of the Ruhr would be closed down, ‘to help British exports’, Morgenthau explained, ‘especially steel’.
Lord Moran, who was present, recorded Churchill’s reaction:
‘l’m all for disarming Germany,’ he said, ‘but we ought not.to prevent her living decently. There are bonds between the working classes of all countries, and the English people will not stand for the policy you are advocating.’
I thought he had done when he growled:
‘I agree with Burke. You cannot indict a whole nation.‘

"Roosevelt did comment, in support of the destruction of German industry for all time (what was soon to become known as the ‘Morgenthau Plan’), that a factory which made steel furniture could be turned overnight to war production. Of the British guests at the dinner, only Lord Cherwcll supported Morgenthau. But his influence on Churchill was considerable. ‘I explained to Winston,‘ he later told Moran, ‘that the plan would save Britain from bankruptcy by elimnating a dangerous competitor. Somebody must suffer for the war, and it was surely right that Germany and not Britain should foot the bill. Winston had not thought of it in that way,’ Cherwell added, ‘and he said no more about a cruel threat to the German people." (1)

It was proposed, Churchill explained to Attlee and the War Cabinet, ‘that the Ruhr and the Saar steel industries shall be completely dismantled. The Russians will claim the bulk of machinery to repair their own plants. In addition some International Trusteeship and form of control would keep these potential centres of rcarmament completely out of action for many years to come.’ The consequences of this, Churchill noted, ‘will be to emphasise the pastoral character of German life and the goods hitherto supplied from these German centres must to a large extent be provided by Great Britain. This may amount to 300 or 400 million pounds a year.’ Churchill added: ‘I was at first taken aback at this but I consider that the disarmament argument is decisive and the beneficial consequences to us follow naturally.
